We provide CPS & child welfare support for families in Texas and California.

At Wings of the Future, we are dedicated to helping families in Texas and California navigate child welfare involvement. By providing a range of trauma-informed counseling services, family relationship support, behavioral health services, and more, we equip families with the resources they need to address the root causes of their problems while also meeting the requirements set by CPS, DFPS, or county child welfare agencies.

CPS & Child Welfare Support

Part of our role in providing CPS & child welfare support is to educate families about what to expect from the various phases or pathways of involvement. We also provide the services that they may receive at different stages.

Texas – CPS / DFPS Involvement

In Texas, Child Protective Services (CPS) is a division of the Texas Department of Family and Protective Services (DFPS). There, child welfare involvement may look as follows:

  • Report and Screening – The state receives and screens a report.
  • Investigation or Family-Engagement Approach – CPS assesses concerns and immediate safety during investigation. Alternatively, eligible referrals may use a family-engagement approach instead of a traditional investigation.
  • Family-Based Safety Services (FBSS) – Services may address safety concerns as children remain home or in an approved temporary arrangement.
  • Substitute Care and Court Oversight – Children may be cared for outside the home, in which case court orders and consent authority determine allowed contact and treatment.
  • Reunification and Permanency Planning – Parents and children may receive counseling and other services to address safety, parenting, and attachment. Reunification is not guaranteed.
  • Case Closure – The case is closed and families may continue receiving therapy or other support after state involvement ends.

California – CPS / DCFS Involvement

In California, child welfare services are managed by county child welfare agencies. These are often called CPS or DCFS, which stands for the Department of Children and Family Services. CPS / DCFS involvement may take the following form:

  • Report and Screening – A county agency receives and screens a hotline report.
  • Family Services – Families may participate in voluntary or in-home counseling, parenting support, or other services without a child having to enter foster care.
  • Juvenile Court Oversight – A juvenile court may determine whether a child should remain home or be placed elsewhere.
  • Family Maintenance – Court-supervised services help ensure child safety.
  • Reunification – Services addressing the cause for removal may be ordered to support safe parent-child reunification. Reunification is not guaranteed.
  • Case Closure – Court and agencies plan for safe, legal permanent arrangements. Families may continue therapy and other support after the case is closed.

Services

We help families throughout child welfare involvement. Our CPS & child welfare support services include individual and family trauma-informed therapy, reunification therapy, co-parenting counseling, parenting education, anger management, domestic violence therapy/intervention, and substance use counseling and treatment.

Services offered also vary depending on the state:

Texas

Families in Texas may inquire about supervised visits and supervised exchanges. Both require review of any court order, restrictions, consent authority, staffing, and safety arrangements before scheduling.

California

We do not currently offer supervised visits and supervised exchanges for families in California. Reach out to us to inquire about referral options.

Our mental health professionals work closely with caseworkers, attorneys, and referral agencies to provide the CPS & child welfare support that families need while meeting the requirements of legal mandates.
